Before buying AI for your company, list the products your colleagues will use. The chat interfaces of ChatGPT and Claude and API model calls are not the same thing, and engineering tools do not necessarily require the API either. Choosing the wrong product cannot be fixed by an attractive quote or invoice when a needed feature is missing.

OpenAI's official Plus explanation states that API use is billed separately. This does not mean subscriptions cannot be used for automation or cannot track usage; rather, you cannot treat one ChatGPT subscription as a general API quota for your own backend.

Do not hand a single set of API keys out to the whole company. Identifiable and revocable keys, appropriate permissions and budget limits are what let you isolate a problem when one tool misbehaves. This matters just as much as which billing method you choose.
Engineers Using Claude Code or Codex: Check the Tool Mode First
Subscription login, official API keys and custom model providers are different modes, and you should not assume they have identical features and quotas. The official Codex billing and usage limits notes distinguish plan usage quota from API key usage. Tool version, login method and available features should be checked together.
When comparing costs, first pick one user and record a representative work week or month: whether the tool's features meet the need, whether the subscription hits its quota, and how much input, cache, output and retries cost on the API. Then compare the same workload, rather than concluding that "the API is generally cheaper for ordinary people."

Expense Claims: Confirm the Documents for Both Routes
Not every subscription only yields an overseas receipt without buyer details, and not every Taiwan API payment channel automatically provides the same kind of invoice. The official OpenAI explanation of Taiwan eGUI includes conditions for charging VAT, and it cannot be simplified to "entering a tax ID always means an eGUI is sent."
